TWO ILLINOIS BILLS ADVANCE SPRINGFD3LD, 111., April 21. Two race horse bills by Senator W. J. Connors, democrat, Chicago, were sent to passage stage by the senate. One makes drugging of horses unlawful and bars use of all devices except whip and spurs. The other provides that 85 per cent of all employes at Illinois tracks must be residents of Illinois.
