WINS CITY AND SUBURBAN LONDON, England, April 21. Arthur Salisburys William of Valence, the 11 to 1 favorite, today won the City and Suburban Handicap, at a mile and a quarter, the second event of the Epsom "spring double." The sturdy son of Vatout galloped home three lengths ahead of Mrs. Washington Singers Rippon Tor and the Earl of Rose-berys Edgehill.
