IMPROVEMENTS UNDER WAY ARCADIA, Calif., April 21. The ,000,000 Improvement program at Santa Anita is well under way. The open grandstand has been torn down, along with the razing of the jockeys room, the racing secretarys offices and adjacent rooms. The grandstand is to be practically doubled in size and capacity. The new structure will extend almost the entire length of the home stretch.
