KILL NARRAGANSETT BILLS PROVIDENCE, R. I., April 22. A proposed referendum on horse racing in Rhode Island, echo of the battle between Democratic Governor Robert E. Quinn and former racing manager Walter E. OHara, died in the legislature today with adjournment after an all-night session. Among" the bills killed was one which would have raised the states "take" at Nar-ragansett track from 3 to 4 per cent.
