HALSTEAD RESIGNS MART POST ! Jesse Halsted, who has served as secretary of the Chicago Stock Exchange for seven years, tendered his resignation to Exchange officials Thursday, retiring from office so that he might return to private law practice with the firm of Scott, MacLeish and Falk. Halsteds resignation was accepted, but the board of governors asked him to retain his secretaryship until the reorganization plan has been completed.
