FAVOR TAX AMENDMENT WASHINGTON, D. C, April 22 In a letter sent to the House judiciary committee, Acting Secretary of the Treasury Magill urged the adoption of a constitutional amendment to abolish tax-exempt securities. President Roosevelt has expressed his belief that this can be accomplished by congressional action alone.
