SASSOON WARNS JAPAN NEW YORK, IT. Y., Nov. 10. Sir Victor Sassoon, British financial wizard known as "The Man Who Owns Half of Shanghai," arrived aboard the S. S. Normandie yesterday with a warning to Japan not to close the "open door" in China. "The Japanese" he said, "will not get American and British capital unless England and America are assured a square deal. They are like a man starting business without capital. The Japanese cannot carry on with the idea of barter in their minds. No one knows what will hapen to foreign capital in China because of the war. Foreign investments may suffer. I cannot see where Japan got enough money to carry on the war. The Japanese need the terms of Britain and the United States if they want our money."
