PRESIDENTS SPECIAL MESSAGE WASHINGTON, D. C, Dec. 19. President Roosevelt will send a special message to congress in January on extension of the coverage and general revision of the Social Security Act, it was announced today at the White House. The message will deal with recommendations of the Social Security advisory council to bring five million more persons under social security immediately and which envisage the eventual coverage of another 13,000,000 of the nations workers. About 42,000,000 workers are covered now. Announcement that the President planned a special message came only a few hours after the advisory council made public a fifty-four page report suggesting sweeping expansion of the Social Security Act. The presidential message will formally transmit the advisory councils report to congress and presumably will contain Mr. Roosevelts observations upon the feasibility of extending the Act at this time. I
