LIST CONVENTION SPEAKERS Herbert Bayard Swope and Arthur B. Hancock Slated to Speak. Chairmen of Each State Commission to Be Heard During Morning Business Sessions. MIAMI, Fla., Dec. 19. A partial list of speakers for the sixth annual convention of the National Association of State Racing Commissioners has been announced by president Edwin J. Brown of Washington. Men prominently identified with racing throughout the country have been invited to participate in the three-day session here, January 10, 11 and 12. Among those who will be heard are Senator Samuel J. Hilburn of Florida, who will represent Governor Fred P. Cone; commissioner Herbert Bayard Swppe, chairman of the New York State Racing Commission; Preston M. Burch, president of the American Trainers Association; commissioner John Sloan of New York, first vice-president of the national association; Tom R. Underwood of Kentucky, secretary-treasurer of the national association; Lincoln Plaut, representing Daily Racing Form publications; Arthur B. Hancock of Kentucky, vice-president of the American Thoroughbred Breeders Association; Daniel B. Midkiff of Kentucky, president of the Thoroughbred Club of America; Marshall Cassidy, New York State Racing Commission,. Bowie, Pimlico and Hialeah steward; J. A. Estes of Kentucky, editor of The Blood Horse; commissioner Leo Spitz, chairman of the Illinois Racing Commission; A. S. Hewitt, Virginia breeder, and Dr. J. G. Catlett, supervising veterinarian of Florida and New York. VHENERS BANQUET. Joseph E. Widener, vice-chairman of The Jockey Club and president of Hialeah Park, Florida, and Belmont Park, New York, will, address the commissioners at his formal banquet, which will bring the convention to a close Thursday evening, January 12, at the Roney Plaza Hotel, Miami Beach. During the morning business sessions at the Miami Biltmore in Coral Gables, the chairmen of each state racing commission "will be called on for a brief report of thoroughbred activities in his sector. Committee reports also will be made by commissioner Jervis Spencer, Jr., Maryland; commissioner John Sloan, New York; commissioner Wm. H. Cane, New Jersey; commissioner Ralph H. George, New Hampshire; commissioner Charles F. Connors, Massachusetts; commisioner J. N. McFadden, Oregon, and commissioner Herbert Bayard Swope, New York. On the convention committee named by president Brown are Joseph R. Stein, Florida; John Sloan, New York; Ralph H. George, New Hampshire; Thomas R. Underwood, Kentucky; Jo Grossman, New York; I. N.
