BROOKLYN NAVY YARD FIRE NEW YORK, N. Y., Dec. 19. Investigation of a fire that damaged a paint and oil storehouse at the Brooklyn Navy Yard, second largest in the United, States, is pressed by Rear Admiral Clark H. Woodward. The Navy Yard commandant ordered the probe, which may be more drastic because of recently revealed espionage activities in this country when cause of the blaze could not be determined immediately. Although there was a possibility of incendiarism, it was considered more likely that an accident or spontaneous combustion was the cause. Extraordinary precautions were taken as soon as the fire was discovered. Gates to the Yard were closed and sentries with fixed bayonets stood guard about the Yards, where ten warships, including the new 10,000-ton cruisers Brooklyn, Cincinnati and Honolulu fire at present,
