PUERTO RICAN DEFENSES NEW YORK, N. Y., April 24. Stronger military defenses for Puerto Rico, strategically situated near the Panama Canal, were advocated by the islands governor, Rlnntnn W. Winshin. as hft arrived nn trip liner Borinquen today. He indicated that he will urge these stouter defenses upon Secretary of Interior Ickes; saying, "It would be very dangerous to have Puerto Rico in the hands of a foreign power. Its defense could well stand an increase." Winship said there is no truth in the oft-repeated stories that he intends to resign.
