DICTATORSHIP IN BOLIVIA BUENOS AIRES, Argentina, April 24. President German Busch of Bolivia today dismissed his cabinet, dissolved Congress, and established a one-man dictatorship, it was stated in a dispatch to the newspaper, La Nacion, from La Paz today. The correspondent said that Buschs measures resulted from discovery of a widespread subversive plot. President Busch, formerly a lieutenant-colonel in the Bolivian army, was appointed chief of a revolutionary junta in Bolivia, following an uprising on July 13, 1937, in which President Toro was deposed. President Busch issued a nationwide manifesto announcing establishment of a totalitarian regime "which embraces neither reactionary nor leftist principles, but which is eminently Bolivian In character." The chief executive was believed to have assumed dictatorial powers on the advice of, and with the support of Dionisio Foianini, minister of mines, who was chiefly responsible.
