Defer State Admission Tax for Men in Service ALBANY, N. Y., May 18. Governor Lehman today signed two new laws affecting the tax on admissions at race tracks in New York State. Both of these measures were introduced by the Rules Committee upon the request of Senator John J. Dunnigan, of New York, father of the pari-mutuel system of betting:. One of. these new laws exempt soldiers, sailors and marines in uniform for duration of the war from state tax on admission to horse race meetings. The other authorizes the state racing and harness racing commissions during the war to fix the charge for admission of soldiers, sailors and marines in uniform at one-half the regular price of admission for horse and harness race meetings at which the pari-mutuel system of betting is conducted.
