River Downs Ruling RIVER DOWNS, Cincinnati, Ohio, June 22. The stewards issued the following ruling today: "By order of the stewards, Clifton D. Chestnut and Walter Welch are not permitted on the grounds of the River Downs racing association for a period of one year."
