Programs Hard to Fill FAIRMOUNT PARK, Collinsville, 111., June 22. Despite the fact that there are more than 500 horses registered in his office, racing secretary J. J. Klucina is finding it difficult to fill his daily programs at Fairmount Park. A check of the registration books this morning shows 58 two-year-olds, 92 three-year-olds and 364 horses from the older division on the grounds.
