| Commission Rulings Reported to Daily Racing Fori* TORONTO, Ont., June 22.— The Ontario Racing Commission issued the following:, directives under the date of June 10, 1954, to appl" to thoroughbreds racing only: Directive No. 11: Horses owned in partnership: When a horse "is owned by two or more persons in partnership, all partners must be Canadian citizens for such horse to be considered to be Canadian-owned. Directive No. 12: Treatment of sick horses: 1 If during: 24-hours. before a race in which a horse is entered, it is necessary for humane or veterinary reasons to administer any chemical, medicine, patent remedy or drug to such horse, the owner, trainer or groom who has the care and control of such horse shall as soon as possible report the " matter fully to a commission security officer on duty and the commission security officer shall as soon as convenient report the matter fully to the stewards. 2 If a veterinary surgeon licensed by the commission is called to diagnose or treat such a horse as described in paragraph 1 hereof, he shall as soon as convenient report the matter fully to the commission veterinary surgeon who. in turn, shall as soon as convenient report the matter to the stewards.
