Formulate Plan to Minimize Any Rough Riding at Detroit FAIR GROUNDS, Detroit, Mich., June 26. Members of the Jockeys Guild riding at the Fair Grounds have formulated a plan to minimize rough riding by any of its members. A committee consisting of Claude Hooper, Jack Favorite and Willie Balzaretti was appointed to conduct investigations into complaints from other riders of unfair tactics. President Sterling Young of the Guild also will sit in on hearings. Upon receipt of evidence of unfair tactics the committee plans to lay its findings before the stewards for what action they deem fit. Under Guild rules a jockey may be asked to refrain from accepting mounts and in the event that he refuses to accept this punishment other riders may refuse to compete against him. The self-disciplinary plan has been in operation in other sectors and is to be put into effect here immediately. Following its adoption, general manager Pat Kelly departed for Chicago.
