C APPLICATION IS WITHDRAWN; Norman Church and H. Hi. Cotton Do Not Want Permit for Second Los Angeles Track. LOS ANGELES, Calif., April 3. The application for a racing permit, sponsored by Norman Church and H. H. Cotton, filed with the California Horse Racing Board some two weeks ago, was formally withdrawn yesterday. As heretofore stated by Mr. Church, his action in filing the application was based upon the statements made to him by Governor Merriam that the governor was in favor of two race tracks in Los Angeles County, due to the charges that were brought to his attention that he was being accused of fostering a monopoly by the operation of one race track in Los Angeles County, and at that time the governor asked him to file an application for a permit for a second track in Los Angeles County. In addition to this, the sponsors of this application were led to believe by Carle-ton Burke, the chairman of the racing com mission, that, in view of these circumstances, a proper application would receive immediate consideration and be acted upon, and under these conditions only the application was filed. Since the filing of the application there have been developments in a political way to lead Messers. Church and Cotton to feel that the second race, track was developing into a political football, and as they, as lovers of the sport, only sponsored the application for a second race track in order that they might be assured of the character of the personnel behind the track, they now feel that they can best serve the interests of racing in California by withdrawing their application.
