NEW RULE AT DETROIT DETROIT, Mich., June 3 The stewards today issued an order that in the future no twitches or-jaw ropes will be permitted at the start except with the written consent of the owner or trainer of the horse. Under the new plan, when a horsemen feels that it is necessary to use some device for handling the horse at the post he will sign a card requesting the starter to use such device. This puts the responsibility entirely upon the owner or trainer in the event a horse must be handled at the post.
