MARK TIME AT ARLINGTON Palatial Waggoner Track in Texas Ready for Thursdays Inaugural Section of Tote Incomplete. ARLINGTON, Texas, Oct. 20. The task of handling numerous details in connection with the meeting and Thursdays inaugural here kept all departments at the pretentious plant working at top speed, and completion of arrangements for the opening was in sight as departmental chiefs closed their respective offices late today. The registering of horses and stable help, issuance of admission credentials to owners, trainers and jockeys, filing of license applications by trainers and riders with the track representative of the state racing commission and consideration by the stewards of the license requests were just a few of the many details requiring the attention of stewards S. C. Nuckols and G. H. Shelley, racing secretary McLennan and others of the racing department. Other phases of putting the big plant in tip-top shape, including formal organization of the totalizator concession, police and other departments, kept E. Paul Waggoner, one of the owners; general manager Trav Daniel, "tote" manager Joe Barr and their assistants busier than at any time since preparations for the fall meeting were launched. "Well be ready," said Waggoner, as he and Daniel made an inspection of the new betting pavilion underneath the clubhouse. "Of course, the totalizator will not operate 100 per cent until Tuesday or Wednesday, but aside from that everything will be better than before," concluded Waggoner as he started on a tour of the general admission enclosure. Parts needed to complete the mammoth "tote" are to reach Arlington Downs early Monday and quick installation will have the electric betting device in full operation Tuesday or Wednesday. Completed sections of the "tote" will be in operation Thursday, according to Barr.
