TO APPOINT ALL OFFICIALS LONDON, England, Oct. 20. Important changes to the Rules of Racing, giving the Jockey Club more direct control of the conduct of all meetings, are contained in the notices of motion to be brought up at the meeting of the club at Newmarket on Cambridgeshire Day. Chief of the stewards proposals concerns the appointment of race course officials. Until last year all officials were appointed by the various executives, subject to the approval of the Jockey Club. Last May the stewards of the Jockey Club took over direct appointment of handicap-pers. Now they propose to make themselves responsible also for the appointment of judge, starter, veterinary surgeon and clerk of scales, leaving the race course executive to nominate and pay the clerk of the course.
