NEGOTIATE ANTI-FASCIST BLOC MOSCOW, Russia, April 17. Negotiations between Great Britain and the Soviet Union for Russias participation in the anti-fascist bloc, continued today as the U. S. S. R. advised President Roosevelt of its unqualified approval of his ten-year peace plan. Sir Wm. Seeds, the British ambassador, conferred with Foreign Comrr.isar Maxim Litvinov yesterday, but there was no official announcement of the result of their conversation. To Mr. Roosevelts peace appeal, president Michael I. Kalinin of the Soviet Union replied: "Your initiative finds the warmest reception among the Soviet peoples who are interested in the maintenance of peace."
