FRANCO PURGES REBELS PARIS, France, July 29. Dispatches today said that the Spanish government had "purged" the Bilbao garrison of the revolutionists. Gen. Francisco Franco has called his military leaders to Burgos to discuss a new cabinet. The police, organized on lines laid down by Nazi agents during the civil war, were reported to have crushed a revolt at Bilbao. Painted slogans lamented the lack of bread and called on Spaniards to be ready for a counter-revolution. Gen. Gonzalo de Llano was said to have accused Franco of ingratitude in the presence of other generals and to have renewed his demand for removal of such pro-Italian officials as Ramon Serrano Suner, minister of the interior and head of the Falangists.
