PRESIDENT SIGNS BILL WASHINGTON, D. C, July 29. The Chandler bill, which facilitates voluntary adjustment of debts of the Baltimore and Ohio Railroad and other similar carriers, was signed by President Roosevelt yesterday. According to this measure creditors of railroads can agree upon a plan of adjustment of debts where the railroad is in temporary difficulties, but is not in such dire circumstances that reorganization is impossible.
