Flinchum Eligible to Ride CRETE, 111., May 19. Roy Jack Flinchum, jockey, who was suspended last September at Fair-mount Park for allegedly, grasping the equipment of another horse, today was restored to good standing by the Illinois Racing Board. The announcement to this effect was made at Lincoln Fields this afternoon by Clement - Nance, secretary to the board. The latter was serving in the stewards stand here this afternoon in the absence of William Hamilton, the states representative in the pagoda.
