Charles Town Ruling CHARLES TOWN, W. Va., June 3.— The stewards at Charles Town issued the following ruling: "William Davis is barred from the enclosure at Charles Town Jockey Club for practices detrimental to the best interests of racing and it is recommended to the West Virginia Racing Commission that this ruling apply to all tracks under its jurisdiction."
