Downs Improvement Program Approved by ATA Directors LOUISVILLE, Ky., June 28. Directors of American Turf Association met here late Wednesday and authorized an improvement program designed to accommodate at least 40,000 additional Kentucky Derby visitors and thus realize the dream of Col. Matt J. Winn, president, of a Derby Day crowd of 150,000. In describing the project, -Colonel Winn said that at least 110,000 90,000 paid; 12,000 employes, soldiers, bands and the like; plus at least 8,000 gate crashers were on hand for this years renewal of the classic and the additional facilities easily would make an attendance of 150,000 possible. The program, work on which, subject to approval oi Federal authorities, will begin immediately, includes construction of a gigantic underground pavilion, with new terraces on top of it, a sunken garden in the centerfield, a second underpass, other additional box sections and new terraces. A new approach to the press box and stewards stand designed as a safeguard against a long-standing hazard of fire, also will be built.
