Amendment of TRA Code of Standards At Suggestion of HBPA Is Announced Sections Changed Deal With4 Allotment of Stall Space, Steward Appointments, Etc. NEW YORK, N. Y., May 14.— Amendment of the Thoroughbred Racing Association Code of Standards at the suggestion of the Horsemens Benevolent and Protective Association was announced today by president James E. Dooley following a meeting of the board of directors of the TRA at their Madison Avenue office here. Section 7, which provided that The Jockey Club registration certificate for each horse be delivered to a designated official of the race track and held by the track until departure of the horse was amended to include the clause: "And the member track to assume responsibility for the certificate until its return to the proper owner." Section 8 was amended to read: "Delegation of responsibility of management: No member track of the association shall permit encroachment by any individual, group, committee, or organization upon the functions of management. "A The allotment of stall space for any race meeting shall be considered the sole and exclusive function of the member track of the association. In performing this responsibility, no member track shall delegate or share this responsibility with any individual, committee, group or organiza- tion. Each member track of the association, in allotting stall space, shall be guided by the primary consideration of securing the best available competition and maintaining the highest standards of racing. "B The appointment of stewards and other racing officials shall be the sole and exclusive responsibility of the racing association. This responsibility shall not be delegated to or shared by any individual, committee, group or organization, except in those cases where such delegation or sharing of responsibilities is required by law." The following provision suggested by the HBPA was added to section 10 of the code: "No member track shall attempt to procure entries by assigning unfair weights and/or by divulging handicap weights before the scheduled time of their publication."
