Leo Edwards, Florida Board Chairman, New York Arrival BELMONT PARK, Elmont, L. I., N. Y., May 12. — Leo Edwards, chairman of the Florida State Racing Commission, arrived with Mrs. Edwards from* Miami. He is one of the first out-of-town racing officials to check in here for the convention of the National Association of State Racing Commissioners, which gets under way next week. Edwardsexpressed the opinion that some kind of off-the-course betting bill would be passed by the Florida lawmakers before the legislature, now in session at Tallahassee, adjourns on June 4. "Which form it will take, however, is conjectural," added the Florida official.
