Y., May 9.— Israeli Prime Minister David Ben-Gurion arrived today to receive the welcome of New York City on the eve of his nations third birth-J day. "If I have to be away," Ben-Gurion told some 400 welcomers at the Idlewild Airport, "I prefer to be here, first, because its the largest Jewish community in the United States."
