DEATH TAKES FRANK KAEPPEL NEW YORK, N. Y., June 15. Frank Kaep-pel, for many years a commissioner on local tracks, died today of a heart attack in his apartment in Hotel Manhattan, New York City. Mr. Kaeppel, who was about, sixty years old, was born at Binghamton, N. Y. He served for many seasons in the mutuels department at Tiajuana and Agua Caliente and was as well known on the Pacific coast as on the Atlantic seaboard. Funeral services will be held Wednesday morning at ten oclock at the Universal Funeral Parlors, Lexington Avenue and Fifty-Second Street, New York City.
