UNIFORM RULE NECESSITY CINCINNATI, Ohio, Oct 27. The necessity of a uniform rule in respect to apprentices, which will probably be presented at the annual meeting of the racing commissioners association at Miami this winter, was demonstrated today when jockey E. Ramsey applied for a riding license. Under the Kentucky rules a rider has his apprentice allowance until he has ridden forty winners, while under the rules of the Ohio State Racing Commission the boys apprentice allowance expires one year after he has ridden his first winner. As a consequence Ramsey was permitted to ride with the apprentice allowance at Keeneland and is not entitled to the allowance at River Downs. 1 " ! L !
