JAMES REFUSES MOUNT SAN BRUNO, Calif., April 27. Jockey Basil James has turned down trainer Earl Sandcs offer to ride The Chief in the Kentucky Derby, it was announced yesterday. Sande wanted James to leave at once, and while the W. E. Boeing stable, which holds the contract on James, was willing to allow the rider to leave, they had planned airplane connections so that James would miss a minimum of racing days at Tanforan.
