NEW JERSEY AMENDMENT TRENTON, N. J., April 27. An amendment to the state constitution that would legalize horse racing under a system of pari-mutuel betting will be considered in the New Jersey assembly next Monday night. This is the direct result of the attorney generals ruling that constitutional amendments can be submitted to the people within a five-year-old period. The resolution to adopt legalized horse racing was adopted in 1937 by the legislature. Proponents of the measure claim they have sufficient votes in both houses to pass it next week. If the proposal passes, it will be submitted to the voters of the state in November.
