MEXICO TO PAY MILLION YEARLY MEXICO CITY, Mexico, Nov. 12. President Cardenas today agreed that Mexico would pay ,000,000 yearly on United States claims growing out of expropriation of American-owned agricultural lands. Payments must start within six months. The president also promised to suspend expropriations of additional American-owned lands pending adjustment of present cases. Settlement of the controversy came with an exchange of notes this week between Washington and Mexico City after the two governments had wranged all summer and autumn. The claims under discussion were valued at approximately 0,600,000.
