BOLIVIA IN STATE OF SIEGE LA PAZ, Bolivia, Nov. 26. A state of siege was enforced in Bolivia today after the government crushed a subversive movement which was rumored to have been headed by powerful mining interests. It was reported that an army leader, General Penarando, led the abortive uprising. Authorities put the state of siege into effect despite the fact that they announced in an official communique that quiet had been restored throughout the country.
