GENERAL FRANCO DISPLEASES LONDON, England, Nov. 29. A crisis developed today in the non-intervention committee as Chairman M. Vandulm of the International Board resigned for "personal reasons." Belgium has withdrawn completely from the committee and Sweden is contemplating getting out of the chairmans subcommittee. The main causes of the crisis, persons close to the committee said, were differences over methods of control and resentment over General Francos alleged disregard of representatives at Burgos of the small nations.
