1 1 Commission Rulings Reported to Daily Racing Form The Illinois Racing Board, through its chairman, Stuyvesant Peabody, Jr., announced the adoption of the following rule, Section 15-4a, to be placed in effect immediately at all tracks in the state: "Other than legitimate news service and public phones padlocked during Tracing hours pursuant to Section 15-4 of the Rules of Racing adopted by the Illinois Racing Board, all incoming and outgoing telephone lines must clear through a central switchboard. A complete record must be kept of all incoming and outgoing phone calls clearing through the central switchboard for the period covering ohe-half hour before the first race until 15 minutes after the last race." The Board stated that all racing associations in the state have been notified of this ruling and that strict compliance will be enforced.
