OPPOSE NEW YORK DOG BILL New York Racing Commission Forwards Resolution to Governor Urge Executive Veto. NEW YORK, N. Y., May 28. The New York State Racing Commission, seeing a danger in the bill legalizing dog racing under a betting method in the state of New York, has forwarded the following resolution to Governor Lehman: Whereas, the racing commissioner believes that the racing of dogs in New York state is not only unsportsmanlike and detrimental to the ancient sport of horse racing, which has flourished in the United States since Colonial times, but is difficult to keep free from dishonesty, be it resolved, that the New York State Racing Commission unanimously urge the governor not to sign the bill before him. The commission directs attention to the language of the bill, which permits the management and actual ownership to be in the hands of professional promoters. There is no provision for regulation contained in the act. Furthermore, it makes possible the use of the pari-mutuel system, which is specifically prohibited by the constitution.
