MAY TAKE PERMANENT LEAVE WASHINGTON, D. C, Nov. 15. The future of Americas diplomatic representation in Germany is clouded in uncertainty, Secretary of State Cordell Hull admitted today. In the wake of special orders from President Roosevelt, summoning Ambassador Hugh R. Wilson to return to Washington immediately, Hull today declined to speculate on whether the American envoy may take permanent leave of Berlin. :
