RECALL OF U. S. AMBASSADOR ROUND HILL, Va., Nov. 15. Ambassador Hugh R. Wilsons return from Berlin definitely constitutes a protest by the United States government against religious and racial persecution in the Nazi Third Reich, William E. Dodd, United States Ambassador to Germany until early this year, declared today. At his home near here, the former university professor and diplomat asserted: "I know the attitude of Secretary of State Hull on this matter and can say that Ambassador Wilsons return certainly is a; protest against racial and religious repression in Germany."
