GARNER-FOR-PRESIDENT CLUB DETROIT, Texas, Dec. 7 Organized as the number one Garner-for-President Club, more than 1,000 friends and neighbors of the vice-president today launched a campaign to win him the Democratic nomination in 1940. The drive was begun at a ceremony near the mud-chinked cabin where John N. Garner was born seventy years ago. Roy Miller of Corpus Christi delivered the keynote address, in which he termed Garner "the man of the hour" in the United States, in whom is combined all the qualities which the times demand for a president,
