STRONG PROTESTS TO NAZI WASHINGTON, D. C, Dec. 7. The American government has made new and strong representations to the Nazi German government demanding that the rights of American citizens be fully protected, Acting Secretary of State Summer Welles said today. The representations were made in a formal note lodged with the German foreign office, Welles said. The new American action was taken simultaneously with issuance of new anti-Semitic decrees, announced by Finance Minister Walther Funk this week. The decrees forbid Jews in Germany to use certain important city thoroughfares and require that they remove themselves from participation in retail businesses. Welles said the note was presented to the foreign office on standing instructions to all American embassies and legations to protect the rights of American citizens. The Nazi government, Welles said, was reminded of the rights of American citizens in Germany, told that this government assumes and expects that the rights of all American citizens, regardless of their racial origin or religious beliefs, be fully protected and that they will not be affected by any of the new decrees which apply to Jews of German citizenship.
