FRENCH NAVY TAKES CHARGE PARIS, France, Dec. 7. The French liner Paris, partly manned by officers and sailors recruited from the French navy, anchored off Cherbourg today after a short voyage from the strike-bound port of Le Havre. Heavily reinforced mobile guards patrolled the Cherbourg docks as the vessel ari-ived. Determined to break the maritime strike, which has tied up the port at Le Havre and prevented the super liner Normandie from sailing on schedule last week, Premier Dala-dier ordered naval officers and sailors to take charge of the Paris and sail her to New York on schedule.
