PARI-MUTUEL BETTING.. With the exception of the tracks in the state of New York, the Pari-Mutuel system of betting prevails at all other race courses in the United States and Canada. At some it is called "Certificates" or "Donations" but essentially it is the same Pari-Mutuels. The distinguishing feature of mutuel betting is that it is the public that makes the odds.
