INSTALL NEW SEATS IN STAND Construction Work Well Under Way at North Randall Plan to Raise Track Level. CLEVELAND, Ohio, April 18. When Julius G. Reeder, racing secretary for the inaugural meeting at North Randall, May 27 to July 4, arrived here recently, he found construction work at the Randall course progressing very satisfactorily. The grandstand has been completed, except for the installation of seats, and is now being painted. Three-quarters of the clubhouse steel is up and this structure, too, will be ready for the paint brushes in the very near future. Cushioning of the track, which will not be started until the weather is more favorable, will be done under the supervision of Reeder. It is planned to elevate the old trotting strip eight inches.
