WALLACE SELECTS ROCHESTER AS THE FIRST "STAMP" CITY WASHINGTON, D. C, April 18. Rochester, N. Y., was selected today by Secretary of Agriculture Wallace as the first of six cities in which the Federal Government will experiment with its new stamp plan for distributing surplus food to the needy. The plan, which is intended to increase consumption of surplus farm products by increasing the purchasing power of the low income families, will be placed in actual operation in Rochester within thirty days, Wallace said. Surpluses will be distributed through wholesale and retail grocery outlets in Rochester during the experimental period of from two to four months. Rochester grocers have indicated their willingness to promote the sales of surplus products to all consumers. "These increased purchases, with those of the people eligible to use stamps, are expected to give the farmer a broader market for what he produces and to stimulate business generally," the secretary said.
