CANADIAN POST TO ROPER WASHINGTON, D. C, May 1.— Daniel C. Roper, who preceded Harry L. Hopkins as the New Deals secretary of commerce, today was nominated by President Roosevelt as the United States minister to Canada. Appointment of the seventy-two-year-old South Carolinian came as a surprise to the capital. The Ottawa post, vacant for almost a year, had been expected to be filled in view of the forthcoming visit of the king and queen of England to Canada and the United States.
