JAPAN DECLINES MILITARY ALLIANCE WITH ROME-BERLIN LONDON, England, May 1.— Japan has informed Great Britain and France it will decline to, e/iter a formal military alliance with the Rome-Berlin axis, provided Britain refuses to guarantee Soviet Russia aid in the Far East, it was learned tonight. Such a British guarantee, although reportedly demanded by Moscow in exchange for Russian collaboration in the Anglo-French anti-agression front, is most unlikely at present, it was understood. Japans decision with regard to Italo-German bids for participation in a military alliance was communicated formally to the British government.
