TIGHTEN AMERICAS DEFENSES WASHINGTON, D. C, May 1.— Tightening Americas defenses against any thrust from Europe, the war department today revealed it is establishing a separate army administration for Puerto Rico and other West Indian possessions. Secretary of War Wood-ring announced that the new military administration in the Caribbean area, to be known "as the Puerto Rican department, will be established by July 1. Brig. Gen. Edmund L. Daley, now stationed at Boston, where he is in command of the first coast artillery district, will be chief of the new establishment, with headquarters at San Juan. The new overseas department will have jurisdiction over the island of Puerto Rico, including all adjacent keys and islands and all islands in the Virgin Island group belong-. ing to the United States. Puerto Rico has been under command of the second corps area headquarters at Governors Island, New York.
